While it is a nice idea, we need the details of submissions for our own records. Something we can link to and something that only the right people have access to. Our submissions for all games are private so as to protect both the players making the submission (so no one singles them out and abuses them for taking the time to make the submission) and the player that the TMR is about (in case the submission is insufficient or just false). Providing a submission via Dropbox would mean that it is open to anyone who has access it.
Besides, as Chucky has mentioned above, the Admins would need to download the file from you and then upload the file again to our system, when it could just be done by the submitter. Do it once and it is done.

I removed it as I thought it was best to avoid yet another Internet argument, But I stand by what I said. If you are too lazy/couldn't be bothered to submit a TMR properly (ie by uploading the evidence to GON so it is hosted locally), then you probably shouldn't bother submitting a TMR at all
There is also another reason why we want people to make submissions and that is to see who is helping out the community. This is also how we pick new Admins from the community as well, as it shows who is willing to help the community.
As I've previously mentioned in another thread, I don't have the game and I don't know how it works but unfortunately it does look like the game just doesn't have the same Admin support created into it as other games do (namely Steam/Valve based games).
That said though, the Arma Admins have provided a thread with details on what you need/should provide when you are making a TMR.
