Keep in mind not all the tards have made the move across yet. Vote kicking doesn't work and it gets abused far to much. It was on the 1.6 servers for years and always caused problems till it was disabled. CS:S got a run for a very short period and removed for the same reason (after vote count needed was raised).
Unless you have others, looking at your 2 listed reasons:
Afks - This is simply fixed by adding an auto kick after 1-2 minutes of no movement.
Troublemakers - You are not fixing the problem by kicking them, they simply leave your server only to rejoing or join another server to continue doing the same thing. Sure its a short term fix but its not a solution to the problem.
Vote enabled bans/kicks are good for servers that are not maintained by active admins. Given GON deal with most troublemaker reports withing a few days and normally have at least 1/2 CS admins in IRC, having the !admin command is a much better system then simply kicking someone so they can join a different server.
The thing that is most annoying is when a couple of people start accusing the person who is on top of hacking when they are not. I used to play on those DTK servers and the amount of times I got vote banned for "Hacking" really annoyed me. All it takes is a few to get started and most will just vote for the sake of getting it off their screen.
-1 for vote kicking from me but I suppose its now up to the admins to make that decision
