Steam Update Issue

I changed my video card from Radeon to an nvidia 570.
After installing and updating drivers etc. I launched steam, it came up with update box and got to 99% then states
"steam.exe (main exception):ERROR: delete of Steam.exefailed, Win32 Error 5 "Access denied."

I tried some things then I get - Running steam in windows compatibility mode is not recommended. Please remove any windows compatibility settings for all users under file properties etc. etc.

I've uninstalled anti virus programs, uninstalled steam reinstalled it, checked compatibility in properties of Steam exe.,
deleted steam files in: HKEY_CURRENT_USER\Software\Microsoft\Windows NT\CurrentVersion\AppCompatFlags\Layers,

NOTHING seems to work Steam is not responding.

Help please!!!!!!
Anything I haven't tried?

Yes I have tried all options including setting up a new administrator account.
Still no luck.

Are you able to play non Steam games ?
Regarding the fixes you tried with Steam. Is there a System Restore point that comes just after installing
the new gpu but before you had problems with Steam that you can try restoring to ?
Or, is there a Restore point for you Steam folder you can try ? ( R/click the Steam folder > Properties > Previous Versions ) .

I don't know what changing brands of gpu would have to do with Steam, unless your gpu is tied to the Steam DRM, but while changing brands of gpu is not supposed to cause problems like it used to. There was a time when it was recommended to reformat Windows when changing from one mfg to another, so did you do a really, really thorough job of uninstalling the ATI/AMD drivers ?

Did you get your drivers from the Nvidia web site and after uninstalling the ATI drivers and associated components via Programs and Features ? Did you reboot and run Driver Sweeper to clean any leftover ATI graphics driver files,
and then install the Nvidia drivers after rebooting again when Driver Sweeper was finished ?

Yes I can play non steam games perfectly.
I have run driver sweeper and rebooted, uninstalled steam reinstalled it.
I did remove all ATI drivers at gpu change over.
Still wont launch.
Geez it's frustrating!

Make sure your whole steam folder isn't read-only, not just the steam.exe file, and delete clientregistry.blob file in the main directory of steam.

The Steam exe is not a read only file, but the steam folder in the programs files (x86) is.
I cant uncheck it though.

make backups of your steam games

uninstall steam
delete steam folder
delete client.blob and anything to do with steam in your appdata local/roaming folders, and my documents folder
do a sweep with CC cleaner.
reinstall - right click run as administrator
launch - right click run as administrator

if that doesn't work, throw your PC in the bin cause its ratsh*t

+1 - All of the above and reboot before reinstalling the Steam Client.
If that don't do it ....

Access denied means either another process has a hook into Steam.exe or the permissions on the file/folder are incorrect.

Check file/folder permissions.

Thanks guys for all your expert advice, greatly appreciated.
I have got Steam running again but only by fluke.
I was 1 click away from reformatting when suddenly the steam login window appeared!! Don't know why or how, but there it was.
