Didn't we have a 2nd server for mods a few years back? I remember it split the amount of players into half most of the time, and that mod server was left empty at the end ... don't know if that was just because people got bored with the new map quick or no one joined.
At the moment we have a very satisfying number of players at peak hours, I reckon we should do it right this time. People are joining to play Warfare on GON not just for the sake of the mission being Cherno/Taki right? I think it wouldn't hurt much if we run one server that iterate different maps/islands.
Hope this doesn't confuse you too much, what I'm saying is that if we run our own mod/map packs that have consistent update/ support from the server side or forum. This keeps it fairly simple for new players to learn, while increasing the fun factor to satisfy the expectations/requests from regular players, not to mention the potentials....
I can't see why should we waste our resources to run a second server that people might struggle to decide which server to join.
Anyway, we shall see how the new improvements impact the performance first, then see if we can plan something solid this time.
