I had my account banned a while back for gifting from a VPN account (I was stupid about it and didn't do it thorough enough). It had roughly 200 games on it. I was lucky to get it back, so I don't risk using any overseas method anymore.

It's a bit annoying having such a restriction on digital content. Oh well...

I have had USD for payments in steam since I can remember.... Never see AUD on there once.

What was the appeal process like?

A few back and forth emails with Steam Support. Not having any kind of mark (VAC bans or anything) helped.

You're supposed to make another account only to be used through VPN's so it doesn't leave the country, then pay with paypal or prepaid debit card.

I did this, however I used an AU paypal with said account and they put 2 and 2 together and banned both. I think If I created a new US paypal it would be fine. Oh well. There isn't a whole lot I want that's not available. I purchased most of it already
