Below you'll find the instructions for Proxycap (Not free, fully working) and Widecap (Free, but I think chat still doesn't work with it). These are the only two applications I've configured for it, so I haven't made instructions for the others.
ProxyCap instructions
You can get proxycap from: http://www.proxycap.com/
In addition download http://www.stealingchairs.net/misc/internodeGW.prs (Saved settings from my proxycap, should configure everything for you)
When you install/start Proxycap, you should see the below, click on load and load the internodeGW.prs file, should setup all the settings.
That should then have these settings:
Start the NCSoft launcher and play the game like normal.
Widecap Instructions
You can download widecap from http://www.widecap.com/
When you install and start Widecap, you should see the below, click on New Proxy on the left.
That should open up this box, where we enter wowgw.internode.on.net:1080 in the server:port box at the top
After doing that, click on Create rule down the bottom right, and enter Aion.
Ok out of those, and back at the main Widecap screen, click on New Rule
Select chain from the top, then aion from the drop down box
Go to where steam is installed (ie for me it's D:\games\steam\steamapps\common\aion\bin32
Right click on AION.bin and create a shortcut.
Select View programs on the left, and then drag and drop the shortcut in.
Then in view programs, right click on the AionClient and select Modify application
Then select New Rule #1 from the dropdown
Ok, Then apply, and As far as I can tell, that's now good to go.
Just fire up the NCsoft Launcher, and play the game as normal.
