The problem with his statement is that for 99% of the population Windows just works, most people still don't use anything but the most basic of functions and customizations and there's just not any reason for them to change. I doesn't matter how much someone says "linux is better" because people just don't care, if Windows works for you and has always worked for you then the majority see no need to change just for the sake of functions they never even knew existed.
I can't see Microsoft intentionally doing anything to reduce performance of anything that isn't theirs, they just aren't that stupid.
