Wtf is with the unneccesary loading screen?

Often when im on a loading screen i can hear the game already loaded in the background and i can move around/interact with npc's etc, it seems like the load screen just stays up for an extra 5 seconds for no reason, is there any way to fix that?

Same happens when you alt+tab back into the game, it just loads for no reason.

I suspect it's there to disguise pop up/ins and loading of textures. It's the only logical conclusion I could come to about it.

Yeah, there are heaps of places where you click on an elevator and change floors and your client loads it so fast that you get to the next floor and start moving around and are then treated to an infuriating black screen for the next 8s. I hate flashbang!
