mw3 frustration

my son installed and uninstalled mw3 three times so far
he cant access multiplayer mode without it
saying servers not available at this time
try again later yet i am able to go straight into it on my pc.
Help would be greatly appreciated as he is not a happy lad.

Ok, I don't have MW3 yet, however I had this issue at one point with black ops.

I usually occurred for me if one of my files had an incorrect version.
To fix it, I had to verify my steam cache twice, then reboot my system.

This in turn forced steam to update it and I was able to play.
