It was likely playtested on non-hardcore servers, were it's not as brutal. I've had a few close games, and even one where the Americans won.
Spam maps don't really do anything for hardcore games imo. It doesn't really reward skill where you're just shooting randomly with no real chance of missing. Hardcore maps make it worse by now you not only always hit, but most often kill as well.
The Americans need to charge forward and get past that checkpoint in your screenshot, but it's hard to do that on hardcore when even the slightest bit of the constant LMG and explosive spam will kill. But if the Americans do manage to get there early, it's possible for them to win.
