just at a guess, the repeat rate would be how quickly does it 'press' the key repeatedly when a button is held.

so if you opened up note pad and held down the 'A' key for x seconds you would see...

on 1x
AAAAAAAAAAAA

on 2x
AAAAAAAAAAAAAAAAAAAAAAAA

on 3x
AAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAA

on 4x
AAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAA

does that make any sense? i struggled to explain this well.

so basically a keyboard shortcut of the one u see in keyboard control panel.

which is basically just governing the delay between the input's repetition when the key is held down, higher repeat rate means shorter delay between the repetition.

though i am not quite sure when it would be useful to change this on the fly given most ppl i know of don't exactly change their repeat rate once set in the control panel.

Ah, well that makes sense, but I'm not sure exactly why anyone would want to change the repeat rate on the fly.
Your explanation actually did make sense jpeyper, thanks :P

Windows key is pretty handy with Windows 7 taskbar switching. Windows key + a number switches to or launches program at that position. Usually faster than alt+tabbing 8)

I just find it weird that the existence of the Windows key is still "a thing".
