Telstra and Optus to start censoring the Internet

MOST Australian internet users will have their web access censored next month after the country's two largest internet providers agreed to voluntarily block more than 500 websites from view.

Telstra and Optus confirmed they would block access to a list of child abuse websites provided by the Australian Communications and Media Authority and more compiled by unnamed international organisations from mid-year.

But internet experts have warned that the scheme is merely a "feel-good policy" that will not stop criminals from accessing obscene material online and could block websites unfairly.

The voluntary scheme was originally proposed by the Federal Government last year as part of a wider, $9.8 million scheme to encourage internet service providers to block all Refused Classification material from users as an optional service.

The Government dropped its funding for the scheme last month due to "limited interest" from the industry, but a spokesman for Communications Minister Stephen Conroy said a basic voluntary filter was still on track to be introduced by Telstra, Optus and two small ISPs.

"The ACMA will compile and manage a list of URLs of child abuse content that will include the appropriate subsection of the ACMA blacklist as well as child abuse URLs that are provided by reputable international organisations (to be blocked)," the spokesman said.

System Administrators Guild of Australia board member Donna Ashelford said blocking these website addresses should not affect internet speed, but was only a "cosmetic fix" that was easily circumvented by criminals.

"The effectiveness will be trivial because you're just blocking a single website address (and) a person can get around it by changing that address with one character," she said.

"Child abuse material is more likely to be exchanged on peer-to-peer networks and private networks anyway and is a matter for law enforcement."

Electronic Frontiers Association board member Colin Jacobs also expressed concern at the scheme, saying the Government and internet providers needed to be more upfront about websites being blocked and offer an appeals process for website owners who felt URLs had been blocked unfairly.

"There is a question about where the links are coming from and I'd like to know the answer to that," Mr Jacobs said.

"We've been waiting to hear details on this from the Government. It they turn out to be zealous with the type of material that is on the list then we'd want to have a discussion about ways to introduce more transparency."

I would also suggest that 95% of their userbase will remain clueless about any filtering put in place.

Still not really a good thing though. Anybody who would like those potentially banned websites probably gets their fix through P2P, VPN/proxy and similar, since most openly going to known illegal websites are likely to be in jail now or very soon.

Then there's the whole 'secret blacklist' thing blocking legit sites.

As said by commentators, quiet part of the deal for the NBN pit access.

The main point of this deal was it allowed Conroy to quietly drop the mandatory filter proposal, knowing it was political poison but seeing how politically damaging a public backdown could be (see Rudd, Kevin)

so wait.. will the effect ISPs that whole sale off telstra or optus?

will the filtering be applied by the top level ISP? or will say our beloved internode not be effected by telstra's mistakes?

TBH, i see no problem with ISP's imposing their own filters for which they have access to a centralised resource created by the government through its departments, they could cherry pick and conduct their own research and arise at a prudent decision based on which sites users are connecting to, which they undoubtedly have records of.

The problem i have is when governments take away businesses ability to make sound judgments and find a balance between quality of service and internet safety. How it sits, we all are being treated as suspected criminals despite living in a land where our laws work on the presumption of innocence. The civil libertarians raise issues of privacy, i think that is a minority issue considering the volumes of traffic and the resources required to monitor even a snippet. I find that the issue goes to the heart of our justice system, it is an arm chair approach to catching criminals by portraying all of us as just that. We all have intent despite the countless ways you can find yourself meta refreshed into the darker regions of the internet without so much as any intent.

I think you will find that this falls in the realm of a good idea. Let the ISP decide what they want to do instead of forcing the cost upon all businesses.

Having police does not criminals either, i think its important to remember that this protects you and i from things we do not wish to see. It may be feel good, however i find it comforting knowing my niece and nephews, parents and siblings will not find themselves visiting inadvertently sites spammed through emails, forums etc... So long as its voluntary and the sites have no political agenda that would be classified as censorship. If it sticks to this abhorrent content then i have no concerns at all.

From what I read those two ISPs are going to force their version of hte filter on all their customers with no opt out option (meaning you can't switch the filtering off at all).
