It's people that follow the quote above that keeps the cops dodgy by just copping the fine instead of taking it to court if you weren't doing anything wrong. A driving record for people over 18 is a permanent record.
You have to remember that some people rely on driving for work and a driving record is required for quite a few places these days get that job.
Yes Safety is always a number 1 issue but you aren't going to stop everyone that does 5-10km/h over the speed limit.
