Neither, they have not been spawning since 1.7 and they don't even seem to spawn on 1.6 servers anymore.

It seems as if hatchets are spawning in place of them.

check dayz forums, there is a confirmed bug report.

we [my group of friends] have spent hours and hours searching every factory and small industrial building and haven't seen one in about a week. [on both 1.7 and 1.6 servers]

we lost our last one the other day due to a bug and need to replace it.
