Really this just feels like fan service and pandering, a new low for a series already quite used to spelunking.

A women getting raped is fan service?

Their reaction to people wanting to protect the protagonist rather than identify with her is to place her into a rape scenario... seems like pandering to me.

If it's handled well it could be a really powerful and poignant thing. If they turn it into bullet point, then that'd be kind of awful.

Anyway, I'm holding high hopes. The message behind the statement is that Crystal Dynamics wants to turn Lara into a more believable and sympathetic character, which is rather what I've always felt was needed in the series. If you want an example of the pandering and fan service, just look at, well... most of the Core Design era TR games.
