Is it because it's more of a niche game, and therefore people are just less interested in making a fuss about it?
It's because they have not stated that the DLC is completed as of release, it's planned DLC. In cases where people are complaining, it tends to be exclusive DLC to certain pre-orders, or day one DLC, or DLC that is embedded within the code of the shipped game, etc. DLC is fine, just not an evil way to make more money on release day.
