Yes, and no.
The additional factors of working to a baseline set of technology (even an advanced one) would come into it the most, I'd think. From hardware standards, down to which levels of the API you support .. tweakers can push these limits out the window and just go for broke.
There's a reason why these mods don't work on all machines ..
Massive respect to them though .. it's great to see the work expanded on.
It's both. It's deadlines factoring in optimisation time and it's developing to a specific performance budget with 100% of end users in mind, not just the 5% PC ninjas.
Gunna try this out today but from reading some comments on Crymod, some people are suggesting it's not a huge change and that the C2 vanilla comparison screenshots were sabotaged to look their worst.
