Actually, they couldn't squeeze any more onto the discs. They dropped a lot of content, including enough material for two extra desks worth of cases, because they couldn't fit any more cases on only 3 discs.
Now take a closer look at the DLC. There are two extra cases and a "badge pursuit challenge" available. All three of those were pre-order bonuses that they're now opening up so that any of us can obtain them. What is wrong with that? You can't be mad at Rockstar/Bondi for offering extras to the customers who have enough loyalty to them to order the game before they have any idea if it's going to be a stinker or not. Allowing us to buy those cases if we really want them is a good way to give us access to that content without cheapening the reward that was given to Rockstar's more dedicated customers.
The other paid DLC already available is two suits. That's just window dressing guff. You're not missing any of the game by not having it, and if dressing up your Cole Phelps is something that you're really eager to do and have the disposable cash to burn, then more power to you. If you don't buy the suits, then you don't lose anything. There are plenty of other ingame suits to wear should you feel the need.
Don't forget the other two pieces of DLC which they're giving you for free: a suit and a new gun. Rockstar/Bondi aren't out to ruin your day or drain your wallet dry.
Some games have a sucky DLC range, but this seems to be quite well rounded with an easily extended system of buying new cases. If new cases continue to come out on a timely basis and at a decent price point, then this could end up being a more pleasing system than Telltale Games episodic releases.
