Counter-Strike and Condition Zero get the update treatment

It's a pretty simple little thing, fixing a button layout, preventing empty chat spam, making you be more creative with usernames by disallowing the "&" character, fixing the software renderer - and duplicating the ingame ads from CS into CZ, too.
As always, restart your Steam client, and the changes will take place automagically.

* Fixed add current server button layout in the serverbrowser
* Don't allow the '&' character in usernames
* Prevented empty chat spam
* Fix for upscaling decals in software renderer
* Duplicated the in-game advertisements from Counter-Strike in Counter-Strike: Condition Zero
