Boats are fine, though.

If you were expecting Watch Dogs to be GTA but with hacking, well, you’re out of luck unfortunately: Ubisoft have confirmed that planes, jets, helicopters and other flying vehicles are not available to hijack.
“Players will not fly aircrafts in Watch Dogs,” said senior producer Dominic Guay to the Examiner. “We did not feel it was core to the experience we wanted to create.”
However, Guay did confirm that Chicago can be left and other places explored.
“Players will be able to drive any wheeled vehicles, from trucks to motorcycles, or boats. This will allow them to explore the city proper, the rivers, the lake and even beyond the limits of Chicago,” Guay hinted.
Locations that you might explore other than Chicago were not, er, explored. Guess we’ll just have to wait and see.
