Item creator royalties unaffected.

In a surprise move that seems set to cement Valve’s continued reputation as The Good Guys of Gaming, the company has announced that item creators will now be able to choose to send some of the profits from the sales of their items to organisations such as the Blender Foundation or Polycount.
These organisations often provide free tools to assist in the creation of game assets, and Valve wants to see them rewarded for it. And here’s the best bit: the money going to these foundations doesn’t come out of the item creator’s funds, but out of the money that Valve was going to take. Good Guy Valve, eh?
Item creators will be free to choose which organisations and foundations get this money and how much they receive using a series of sliders in their control panels on Steam. You can get more information about it here at the official Steam Community site.
