the only people that are affected are those people that wish to “mule” their items onto another character due to storage limitations.

That's me... and I wouldn't be creating mules if they'd just give use ample storage space (and not require us to spend a buttload of gold on extra space). I personally would have liked 5 or 6 tabs for the stash instead of a max of 3. Currently using 3 mules and likely to create a 4th. Besides items, when you start considering dyes, gems, crafting material, Whimsyshire items, and AH items to sell, the 3 tabs isn't a lot of space.

Blizzard also could have allocated one cell of storage per item like Torchlight did... it just makes life easier and not turn the stash/character inventory into a game of Tetris.

Again, it's another implementation that only affects legitimate players. Botters only need to adjust certain parameters of the bot software to circumvent the protections. They've been doing that in D2 for years, and the only people that are affected are those people that wish to "mule" their items onto another character due to storage limitations. In fact, the original 1.13 patch for D2 was supposed to increase storage space to help with that issue, but was removed due to bugs and has been shelved indefinitely. It affects the game in an additional way this time around: people that don't want to get temp-banned will be more likely to purchase the items they want instead of farming.

subw00fer: This is what puzzles me, people did this stuff in D2 ALL the time. Baal runs etc. Rushing to the end kill Ball, leave, make a new game. I played while this restricter was active, and it was ridiculously restrictive. I no longer play D3, but I think it’s a pointless thing to add to the game that’s based around farming for items.

Yeah they've stated multiple times they want people farming champion/rare packs. Farming chests or treasure goblins or smashing pots for gold defeats the point of the game. Even boss runs were fairly repetitive in D2. All the changes they've made have encouraged the farming of elite packs, exploring the game over doing simple boss runs.

fireslide:
It didn’t have a hardcap at launch. One was implemented a while after to deal with certain kinds of botting and undesirable farming, but it was overly harsh and impacted normal play. It lasted about a day.

It will hopefully stop most of the gameplay/exploits that rely on making a game, doing something very quickly, leaving and making a new game.
